By Lanugo hair you mean the hair that newborn babies sometimes still have on them when they’re born? No, once the baby has lost it, it is gone. They then develop the vellus hair (the short, fine, lightly-coloured hair that develops on most of a person’s body) instead.
Following on from Paul’s answer, I’d say don’t shave babies 🙂
Sometimes adults can get it if their hormones are imbalanced, sometimes due to malnutrition. If the underlying cause isn’t addressed, then it could grow back.
